Cooperative Programs
Cooperatively bid purchasing — contracts, child nutrition and buses. Reaches 19 of 35 full members in FY 26–27. Each service links to the districts using it and the ones not.
Internal 1 definition was drafted without an authoritative source and need confirming. 3 services have no district marked against them in FY 26–27 — nothing is feeding them yet.
- ECPA Contracts Operational Efficiency Revenue No feed
Cooperatively bid vendor contracts — CIESC runs the procurement once, on behalf of every member, so a district buys at negotiated rates without writing its own RFP.
Each contract carries its own negotiated discount off the vendor’s published list price. Savings on a district page are that discount applied to what the district actually spent, not an estimate.
0/35- Child Nutrition Operational Efficiency Revenue
The food-service purchasing co-op: bid pricing on food and supplies for school kitchens, with a director-level community around it.
Valued at a flat 10% off list on recorded spend. A district usually belongs to one child-nutrition co-op, so this is a switch decision rather than an add-on.
19/35- Bus Purchasing Operational Efficiency Revenue No feed
Cooperative school-bus purchasing — CIESC aggregates member orders so districts buy buses at fleet pricing.
Counted per bus rather than by dollar volume, which is why a heavy bus year raises spend far more than it raises the savings rate.
0/35- District Cadre Meetings Strategic Partnerships No feed Draft
The recurring convening of district purchasing and business staff — where members compare notes, and where new co-op contracts get shaped.
The one cadre that does NOT sit under CIESC Services — see the cadre rule above. It stays with Cooperative Programs because that is where co-op contracts are shaped, and because co-op was never in scope for the 2026-09-08 collapse.
